SAFETY & SECURITY OF PEOPLE & RESOURCES: STANDARD OPERATING PROCEDURE
This SOP ie house
rule applies to all who enters in the Apartment campus. For other specific detail,
you may refer bylaw at http://www.vlowa.blogspot.com/p/bylaw.html
1. Install
respective gate & security management app, recommended by Association
office, without which security may not be responsible for your guests/visitor’s
refusal of entry.
2. Submit
respective document along with membership form to VLOWA to validate & authenticate
your ownership and entry to premises
3. Do not argue
with security staffs when they do their job as per SOP/Policy/Directions given
to them time to time by association, as all such measures are driven to ensure
residents’ & their family’s safety
4. Do not create
hindrance for free movement of people and vehicles in gate & any common
area
5. Avoid using
Bright Head lights& blowing horn while moving inside to avoid uncomforting
to pedestrians and others in the community. Inside vehicle speed is 20KM for
safety of children, pedestrians. Refer vehicles rule for action against
violation
6. After Sunrise,
switch off corridor lights when you see it first and report maintenance team
thru ledger
7. Inform
association office in case if you are going outstation for long time as a
precaution measure.
8. Use lift as
per instruction and avoid banging of door, if you see any repeated mishandling
in lift or any association properties, you are encouraged to advice & register
a complaint in Communication register. Banging of door is a serious as it
spoils parts of the door and hence, the defaulter will be penalised
9. Residents,
Tenants, Owners are responsible for upkeeping the house rule indicated and By- Law. Co-operate the Do’s/Don’ts as per
Security SOP by who ever enters the campus.
10. If any Give
Away products are gifted to be taken out of the campus, the same must be
informed to security in writing by respective owner to allow it in gate
11. Consumption
of Alcohol, any drugs, smoking, chewing & spitting tobacco/gutka, creating
nuisance in society, playing in common area, doing antisocial things, behaving
in way which may be objected are to be strictly avoided in common area.
12. Access to
Park is restricted after 11.00 p.m till 4.00 a.m. Avoid nuisance, discussions/
talking in mobile loudly, gathering at late hours (after 9.00 p.m) and morning
hours (till 7 a.m.).
13. Access to
Terrace is restricted & will be locked by security after 9.00 p.m till 5.00
a.m. Climbing on Water tank at any time is strictly prohibited. Terrace should
not be littered. Drinking Alcohol, Smoking, Chewing tobacco, Spitting is
strictly prohibited.
14. Rope for
drying clothes should be at specific location which should be obstructing to
any access.
15. Don’t throw
anything from your balcony to ground or adjacent land
16. Flat Owners are requested not to keep bachelors as tenants
and do not let your Flat to be used as hostel/guest house or a mess. Flat
Owners are requested to keep only families as tenants. Commercial operation
like lodge/hostel/guest house not permitted as per bylaw
17. NOC (No Objection Certificate) from VLOWA is mandatory for
the residents before shifting in or leaving out of the society premises . For
ownership transfer- refer by-law
18. Tenant shifting
should be informed with mandatory police verification and rent agreement
(for inward) to have all details of tenant & family details, vehicle at
association office, also include the non refundable INR 1000/- one time charges
from all tenants shifting into the flat to take care of administrative &
incidental expenses (internal/external) apart from refundable caution deposit
(Rs 5000/-). The charges applies to vacating the flat too
19. Residents must keep water tap, bathroom fittings, flush are
repaired for leak proof. Wastage of any kind of water will be taken seriously
and a penalty of Rs.1000/- shall be charged from tenant or the flat owner to
compensate the resources used. Also the supply of water may be restricted till
satisfactory completion of repair work in such leakage
20. Residents are requested to have pets which are
trained/vaccinated to reduce the risk of aggression & safety of both pets
& residents and intimate all these details during Tenant
information/Membership . Residents are accountable for their pet’s leashing while
roaming in common area. Residents are also requested to take their pets outside
the premises for daily relieving & refreshing. Poop, urination in common
area to be cleared by the pet owners. Association may insist suitable remedy on
return complaint/observation with respect to pets
21. While organizing a Function/Event in the society
premises/multipurpose hall, residents shall follow few guidelines as mentioned
below:
a. Get the permission from welfare association and
confirm the dates on submission of necessary form
b. Do not serve the liquors
c. Pay 1500/- (Non-Refundable) and 1000/- (Refundable)
as security deposit. Any damages more than security deposit will be collected
from respective owner
d. Loudspeakers are not allowed between 10.00 PM to
06.00 AM.
e. Members are requested to get the function site
cleaned after the event on their cost. Security deposit shall be refunded only
after clearance of function site.
f. Installation or removal of TENT shall not be
allowed between 11:00PM to 06:00AM.
22. Owners are encouraged to interact through
respective app for registering maintenance issues for effective monitoring
& control. A register will be maintained at gate till transition period
where such complaints to be registered. Verbal complaints may not have proper
attention & VLOWA may not be accountable
23. Gym working hours, discipline, registering at entry
& exit shall be adhered as per instruction displayed and any damage to gym equipment will be repaired
and collected from the defaulter
24. Obtain access
card, vehicle stickers to enter in respective amenities, blocks after paying
required fees & submitting required documents. Additional/damaged access
card will be given on chargeable basis on VLOWA discretion
25. MMC to be
paid by 07th of each month in advance & 7th of April
if it is for one year. Delayed receipt will be penalized and membership benefits
may forfeit as per bylaw
Guests/Visitors
26. Guests
visiting shall be informed & registered through respective app to enable
security for permission/verification, prior to the expected visit by flat
owner. In case the owner didn’t have app, he has to come to gate &
accompany his visitor after registering
27. Bachelor’s
& Spinster’s guests/visitors will be interrogated by our security for the
genuineness of purpose of visit and allowed only after satisfactory reply.
Unauthorized visiting guests beyond permitted limit will be sent out by
security and they are authorized with respect to this particular clause
28. Unaccompanied
visitors are required to register at the Security Office at the time of entry & exit into the premises thru app and
entry will be permitted only on approval from owner/tenant.
29. Unaccompanied
visitors shall only be allowed access to the Flat after security has obtained
permission from the occupant of the Flat.
30. Visitors are
subject to abide rules indicated by security and respect common civil law in
society. Flat owners, residents and/or tenants will be responsible for the
conduct of their visitors while in the condominium premises.
31. Real estate
agents or staff with written endorsement from a Flat owner will be recognized
by the Association Office and granted access to the premises.
32. Authorized
real estate agents or staff should closely coordinate their activities with the
Association Office. They shall give the Association Office Bearer prior notice
of any scheduled inspection of flat by prospective buyers or tenants.
Deliveries
33. All
deliveries to residents must be through the knowledge of Security. The security or Association
Office shall not be responsible for any package
or parcel delivered at gate
34. No delivery
person shall be allowed inside the VLOWA building without clearance from the
occupant of the Flat.
Door Delivery time is restricted from morning 07.00am to night 10.00pm after
which owners has to come & collect at gate
35. Small
hand-carried packages shall be left
at gate during Pandemic situation to avoid contacts/spreads. However, cannot
take responsibility of delivery/security as it is flat owners responsibility to
come & collect immediately
36. Deliveries of
goods (except food, grocery, post/courier) are permitted only after registering
in Inward entry. Deliveries to flat shall be properly coordinated with agent by
the flat owner.
37. Delivery vans shall park at the designated area to unload
deliveries.
38. Circulars,
billings and other correspondence are to be deposited in the residents’ respective mailboxes if available, otherwise at door.
39. Vacating or new
accommodation to this society to be strictly followed as mentioned in the by
law
Vehicles
40. Only vehicles
registered with the Association
Office Bearer and displaying a valid VLOWA sticker
shall be allowed entry into VLOWA premises. Till stickers made
available, allow only regular vehicles
41. Vehicles
without VLOWA stickers are required to be registered at security and shall display
the Visitor’s pass on the dashboard of the vehicle
when parked in the
designated parking lot.
42. Vehicles shall only be parked in authorized, designated and marked parking
lots.
43. Vehicles parked
in unmarked areas or unauthorized parking lots, if not regularized after informing, may be clamped
and the owner of the vehicle imposed
a fine at the discretion of VLOWA
from time to time.
44. Drivers of vehicles shall observe traffic
rules and regulations when inside the VLOWA
premises. The speed limit is 20 KMPH and directional signs posted/security advise
must be followed. Overspeed violation
will be warned first time and entry will be restricted at gate next time. VLOWA
will not take responsibility of vehicle parked outside
45. Vehicles with
drivers shall be allowed to wait in the VLOWA Gate temporarily but not exceeding 3 minutes without affecting
traffic of either side.
46. Only one vehicle per parking
slot is allowed. Double
parking in single slot is not allowed. Bikes are to be parked within
your allocated parking. Do not park in haphazardly in entrance & no parking
zones
47. Trucks and
Lorries weighing more than 3.5 tons are not allowed into the VLOWA premises. Anything more than that will be
allowed with prior permission from association office thru Incoming ledger
48. Repair works,
maintenance and tune up of vehicles within the VLOWA premises are allowed with
information & permission from VLOWA.
49. Drivers of
vehicles parked in VLOWA are prohibited from gambling, drinking liquor, loitering
or indulging in unsocial behaviour and sleeping inside parked vehicles.
50. Any damages
due to vehicle movement should be bourn by vehicle driver/owner
Resident/Tenant Information Sheet
51. Flat owners,
residents and tenants will be required to submit to the Association Office
Bearer an information sheet regarding
their contact details,
principal residents, employees, registered vehicles and authorized signatories for permit purposes.
52. The Resident
Information Sheet should
be updated by the Flat owner, resident
and/or tenant
from time to time.
53. Owners should submit the
Tenant police verification form along with rental agreement as prescribed to
association office for police verification and a copy will be submitted to gate
for scrutiny/file
Key responsibilities of Securities
54.
Wear clean, neat uniform, shoes, whistle, cap and
be presentable in gate. Wear mask during pandemic
55.
Display all contact numbers inside the security
cabin of emergency, Ambulance, Fire, EB office, Police and association office
bearers to lodge complaint in case of urgency & emergency
56.
Enforce all residing and non-residing owners
while coming to visit their flat to register in Security app and enforce security checks, common
area discipline/law indicated in Dos/Donts for securities in regional language
57.
Main gate to be closed all the time and to be
opened only when the vehicle comes
58.
Ensure all movements are registered in
respective register and submit to association office for review, everyday at convenient
time fixed by Welfare association office.
59.
During pandemic situation like covid-19,
restrict people without mask to roam inside community and don’t allow anyone
inside. In such a way, follow all government & association guideline with
respect to any such disease’s protocol announced
60.
All security related issues, problems to be
recorded in the communication register. Other staff residents should also
record such issues in communication register
61.
Material, visitors/guests In & out should
be entered in respective register
62.
Spitting is restricted, punishable offense if
repeatedly violated your warning message. Trespassing /Jumping over the compound
wall is an offence, indicate such incident with reference
63.
Register power cut and power resume time.
Switch on, switch off the common lights in time. Know the fire extinguishers
location through induction and how to operate to be known & to be taught by
respective
64.
Inform if you find any suspicious people
activities anywhere inside and outside the apartment campus
65.
Stop all hand deliveries in gate during
pandemic to avoid spread and instruct owners to come & collect. Deliveries
thru van can be permitted after registration with guideline, parking space..etc
66.
Patrol the premises on cyclic basis, register
in communication register in case of issue and communicate to any of the EC
member
67.
If you come across in noticing the misuse of
lift and other association properties, warn them and register a complaint if
they violate it repeatedly
68.
Don’t allow anyone to disturb, play, make
noise, public nuisance, smoke, consuming liquor in common area
69.
Avoid watching videos, mobile phones, listening
to music thru head phones as it will spoil the fundamental of security job
70.
Avoid involving in unnecessary talking with
people, roaming around, bribe, antisocial activities, real estate business of
this apartment properties like renting & brokerage
71.
Security shall immediately inform reporting
line EC Members in case of emergency
72.
If unwanted products are given away by the owners, detail list of
items should be certified by respective owner to allow it in gate, security
must record in respective register
73.
Water supplying vendors must submit the respective brand water
test certificate at the frequency of 3 months once in the gate &
association office
74.
Terrace is restricted & will be locked by security as per
instruction by association from 09.00PM to 05.00AM
NOTE
75.
Please read as Builder in place of Welfare
association wherever indicated above, till the apartment is handed over to
association.
76.
When there is no procedure from Builder for
anything, this procedure applies as guideline document & rule.
77.
In case of any confusion, practical
complications in this SOP or if the SOP is not implemented for any reason,
association has the rights to involve, modify & implement in all area for
the welfare, safety and security of the residents & resources. VLOWA is the
final authority of implementing the rules
78.
Violation of this procedure is punishable by
association as per by law or as per Indian penal code or combination of both
79.
Charges indicated here which is payable to
association will start only after association takes over

Visitors & Resident Movement Procedure during Pandemic
As you know, Novel Corona virus - Covid-19 is taking consequent phases like 2 , 3... This is spreading across the virus all over the society without realising or knowing that he/she has been infected. It is wild now death toll is around 4150/day & increasing (as on 17th May). Seeing the serious spread of virus, we have to eliminate drastically by following strict personal hygiene & discipline rather anything else. Statistics shows that it affects all age group & let us not take a chance to risk our health to an unknown exposure.
Our apartment is mixed residents of both commercial and residential. We are taking up steps to vacate commercial establishments with respective authorities. During this crisis period, poor administration in gate & no/poor visitors management is creating havoc for the safety, health & well-being of the society and we have a threat from “suspected super spreaders” as few of commercial establishment people roaming without control.
“We already lost a live in our apartment and few more are hospitalized for covid 19 and they are yet to resume home”.
Considering such threats, association has decided to bring strict policy/procedures to control visitors, commuters, movements of residents & covid protocols which are indicated here with which comes to immediate effect
We have loved ones in each of our family or in this community and we have to take bare minimum responsibility towards our society, work environment to keep our community safe, hence we must adhere it desperately. No outsiders or no enforcements can bring 100% solution, only we must do it.
Though our apartment is thin populated, we are largely exposed to communal spreading as everyone of the household/visitors/delivery agents/housekeeping maids is commuting to various parts of country/state/city/village. We can eliminate 100% by adherence of goodwill rules & whole hearted cooperation with positive thinking & mindset
· Have personnel hygiene at NO 1 in place. Wear full covered dresses. Keep your shoes, slippers outside flat. Your dresses, body may have viruses and never sit, touch anything. Go to wash room, store dress in bathrooms in a bag till you wash and wash your face, hands, legs thoroughly.
· Have 2 metre (6 foot) of safe distance while interaction, keep your guest, family members safe by protecting yourself with handkerchief, tissue, elbow while coughing, sneezing
· If you are not frequent traveller, your risk is 50% reduced. If you are traveller, ensure you don’t have symptoms of cough, cold, fever of any kind and follow personnel hygiene
Procedure - General
1. Restrain yourself if you are infected with any type of cold, cough or fever. Report your neighbours & whatsapp group if you find any to create alert to others & get help. If found such patients are roaming, it will be punishable offense
2. Avoid touching hand rails while climbing. If you have to use lifts, have personnel sanitizer and use it before & after touching door handles, knobs and buttons.
3. Strictly avoid door delivery of courier, food as they are highly possible transmitting and we may not be able to ensure their adherence of personnel hygiene in our own community. If unavoidable condition, instruct the delivery agent to deliver at gate and you may collect it after spraying disinfectant
4. Avoid going to gym & conducting events at your home, community hall as we may not take risk and we can lock all common place till further notice
5. Avoid allowing children to play area. You may allow in the evening after 5PM upto 6PM with strict parental guidance & assistance with calculative risks
6. Apply disinfectant in your flat floor and household items at regular interval
7. Avoid touching vehicles/objects inside community, if you touched it while boarding, wash your hands before touching your face.
8. Avoid exchange/sharing of physical items (especially mobile phones which is highly transmitting) during this tough time though we know each other.
9. Have sufficient stock of disinfectant, bleaching, soap in your home as it is life saving
10. Avoid spitting anywhere in community and if you find any, report to security. This is punishable offense
11. Call our Association Office Bearers number in respective block for help
12. Adhere to Gate visitor’s management policy, protocols implemented for Safety & Well-being of fellow residents. Do not argue with securities as they are working for our safety
13. Don't believe any rumours, add the whatsapp no 9013151515 as My Government for Covid-19 & take advice, information.
14. Entry or Exit after 10.00PM is strictly restricted & all doors will be closed. Lateral entry of residing residents will be permitted on stray case based on their personal requirement on security office discretion on informing them
Procedure - Specific for Non-Residential flats like Company Guest house/Big boss/Stanza living..etc till they vacate after Lockdown
1. Flat wise, residing members list with Aadhar copy to be produced to Security Office by respective Flat owner failing which entry will be restricted and Association has rights to take suitable action. Any change in person to be intimated to owner of the flat, revisit the list of members of flat with identity must be revised as above
2. Employees/tenants staying in commercial flats must produce a copy of Covid Test Report conducted at their office in 15 days interval. This is to ensure the protection of residing families as many suspected cases not surfaced transparently. Failing which entry will be restricted
3. Entry or Exit after 10.00PM is strictly restricted. Lateral entry/exit is strictly prohibited, violators will not be allowed either way. Any urgency must be approved by their house owner & association member of respective block
4. Suspected persons to cooperate & will be inspected for thermal screening. Result of thermal screen along with observed symptoms will be informed to Health dept & Panchayat
5. Any dispute with respect to gate discipline, association members & security has all rights to contact flat owner at any time for clarification and resolution
6. Avoid spitting, loitering, roaming anywhere in community and if you are found it will be registered in a complaint note & taken up with respective Flat owner, police dept
7. Inform Security at gate if you have symptoms, need help from association
8. Violation of this protocol is offense and will be subject to dealt legally
